Northrop Grumman Mission Systems is seeking a Subcontracts Administrator to join its team of qualified, diverse professionals engaged in supporting dynamic, complex, and challenging programs. The successful applicant will become a part of Northrop Grumman’s Engineering, Sciences and Technology (ES&T) organization. We are seeking a highly motivated individual to act as trusted advisor and subject matter expert for subcontracting actions on a wide range of mid-to-complex contractual and business issues to include capture, proposal, and execution support of programs requiring management of all subcontract types. The successful candidate will demonstrate the skill and ability to analyze and apply sound judgment to problem solving, be able to communicate effectively at the highest levels and have the ability to work well in team environments.
The candidate must possess in-depth knowledge and understanding of Federal Government contracting regulations, best practices and be prepared to perform with minimal supervision. Possess knowledge of the full life-cycle of the supply chain process and practices.
Responsibilities will encompass the full range of the subcontract acquisition process including participation in in strategic sourcing decisions, capture and proposal activities, teaming agreement generation and execution, preparing requests for proposals consistent with customer solicitations, federal statutes and regulations, US laws and enterprise policies and procedures, evaluating proposal submissions, ensuring that risk and mitigation strategies are identified and developed, developing negotiation plans and leading negotiation teams, preparing post negotiation documentation and preparing subcontract files in compliance with Northrop Grumman policies and procedures. The ability to collaborate with executive program management and other multi-functional teams is required. The successful candidate must be able to make sound decisions in a timely manner, display strong interpersonal skills, and have a thorough knowledge of the FAR and DFARS in a Government Contracting environment.
The successful candidate will understand subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. Responsibilities include preparing bid packages, conducting bidders conferences, analyzing and evaluating proposals, negotiating subcontract provisions, selecting or recommending subcontractors, and administering resulting subcontracts.
