The Clinical Supervisor will be responsible for overall management and implementation of program operations, staff and client services. The Clinical Supervisor will ensure effective day-to-day operations, program fiscal management, and direct care and services during program hours and after hours as needed and indicated. Responsibilities include supervision of all staff, provision of effective targeted case management services, individualized service planning and overall coordination of care, and Medicaid billing. The Clinical Supervisor will ensure program operations and services are provided in compliance with agency policies and procedures; Federal, State, and local laws and regulations.

The Clinical Supervisor is responsible for providing clinical supervision, support, management and oversight to assigned programs' behavioral health services, and resident and supportive services in the Northern Maryland area for the following programs: Pratt Street Transitional Housing, Paca House, Irvington Woods, and Leola Dorsey Community Resource Center.


* Manages and implements overall program operations to ensure compliance with agency, contractual and regulatory requirements, including COMAR regulations.

* Ensures implementation of effective recovery oriented case management services.

* Ensures that program service records and documentation are maintained as required by agency and regulations.

* Recruits, hires, supervise trains and evaluate Program staff.

* Submits service authorization requests to ASO and ensures that the services are provided within the authorized level of intensity.

* Ensures program operations are carried out within the established budgets, and that billable services are maximized and revenues are received.

* Responds to crisis situations directly and when appropriate, provides clinical directions to program staff while responding to crisis situations.

* Maintains communication, coordination and partnerships with other service providers and County.

* Conducts periodic progress meetings with supervisory staff to ensure proper communications and collaboration among all staff and consistency and continuity in program operations.

* Prepares program level reports as required.

* Ensures programs are in compliance with the Quality Management Plan, the Risk Management Plan and the Utilization Review Plan.

Required Experience


The successful Clinical Supervisor candidate shall have a Master's Degree in social work, counseling, psychology, psychiatric nursing, or in a related mental health field; and have at least one year of experience in serving the mentally ill population and one year of experience providing supervision. Applicants must have one of the following licenses: Clinical Social Work license (LICSW), Licensed Clinical Professional Counselor (LCPC).

The Clinical Supervisor must have experience in and knowledge of service delivery to chronically mentally ill persons with multiple needs. It requires experience in policy development and implementation, budget management, personnel administration, advocacy and public relations. Additional needs include a general knowledge of community services and resources; and the ability to communicate clearly, concisely and effectively, orally and in writing.
