Northrop Grumman Mission Systems sector is seeking a Mission Assurance (MA) Manager 2 to support the LAC4ISR Division. This position will be located in Baltimore, MD.

Responsible for the implementation of Mission Assurance Principles across the Business Unit (BU) to ensure compliance with Contractual, Regulatory and NGMS requirements.

Roles and Responsibilities:

Manage MA Engineers to ensure critical process areas and roles identified through the PM Pro tailoring process are effective to ensure mission success and the effectiveness of the QMS processes.

Provide Program Managers with an objective identification and assessment of program risks and opportunities and an evaluation of the efficacy of the risk management approach throughout the program lifecycle.

Communicate risk and opportunities to Program Managers based upon credible knowledge supported by quantitative and predictive analysis when possible.

Establish an integrated and executable mission assurance plan and supporting plans that align with contractual requirements and stakeholder goals prior to contract start; maintains the planning throughout program life-cycle to ensure proper alignment with requirements and goals.

Proactively identify, records, and follows-on to ensure closure of Corrective and Preventive action System (CPAS).

Ensure correct and effective quality metrics are utilized on programs.

Ensure MA engagement start in pre-proposal phase of the BAP or earlier. Roadblocks are quickly identified and elevated for MA management attention and intervention with BD. Proposal artifacts and best practice repository is made available to the team.

Advocate and implement continuous improvement opportunities, providing leadership and guidance in identifying and executing tasks to increase the efficiency and effectiveness of NGMS processes.

Investigate quality problems, issues, and failures through root cause investigation and corrective action implementation.

Evaluate Gate Review, Corrective and Preventive Action System (CPAS), Intranet Program Review System (IPRS), Supplier Assessment Management System (SAMS), and other QMS data to understand and address systemic issues.

Evaluate and enhance effectiveness of CPAS and RTG actions. Improve Root Cause Evaluations.

Develop and lead organizations in the execution of the BU Affordability Strategy. As part of this, identifies and leads significant organization continuous improvement efforts, focusing on high impact improvements.

Responsible for the Division Internal/External Assessments/Audits Capability Maturity Model Integration (CMMI), AS9100.

Responsible for defining and monitoring QMS implementation of policies and procedures across the BU.

Establish and maintain a quality management system that complies with the sector QMS and Quality Management System Manual.

Identify configuration and quality issues across the BU.

Provide leadership in develop solutions; managing the re-allocation of resources and or modifying tools and documentation as required.

Implement ISO 9001, CMMI, and AS9100 goals, planning, coordination and execution activities.

Ensure program and organizational readiness for AS9100, CMMI, and ISO 9001 evaluations.

Review Basic of Estimates (BOEs) for SW CM/QA work on new proposals.
