NGMS in Baltimore, Maryland is seeking a Program Manager 2 to capture and manage a variety of new and existing technology development programs related to multifunction systems in the RF domain (including simultaneous applications in advanced radar, signals intelligence, communications, and electronic warfare) and converged RF & EO/IR domains.

Programs are expected to focus on the development of advanced software solutions, software and system architectures, algorithms, and techniques including integration and demonstration. The program manager will have substantial interactions with a variety of program offices, both external and internal to Northrop Grumman.

This technically oriented program manager will:
•Lead a highly technical program team.
•Direct all phases of programs from inception through completion.
•Act as primary customer contact for program activities.
•Lead program review sessions with customer to discuss cost, schedule, and technical performance.
•Develop new business and expand existing business with numerous customers.
•Manage and be fully responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
•Participate in the negotiation of contract and contract changes.
•Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
•Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.
•Direct the work of employees assigned to the program from technical, manufacturing and administrative areas.
•Provide for an open and collaborative relationship with customers, subcontractors, business unit leadership, and within related division and sector interests.
•Exhibit robust leadership characteristics and emotional intelligence skills in all activities.
